On April 24, the Municipal Science and Technology Association held the performance management meeting of the government organs and their affiliated institutions in 2019, and more than 100 people attended the meeting, including persons in charge of the departments of the Municipal Science and Technology Association and the departments of the public institutions, Project Supervisors of the departments of the public institutions and Supervisors of the departments of the public institutions. Meng Fanxing, member of the Party Group and Vice-chairman of the Municipal Science and Technology Association, attended the meeting and addressed the meeting. The meeting was chaired by Liang Yan, Vice Minister of Finance and Accounting Division.
At the meeting, Liang Yan conveyed the spirit of the document "Key Points of Budget Performance Management of Beijing Municipal Finance Bureau in 2019" from seven aspects: implementation of performance management opinions, improvement of the construction of performance management system, focused on pre-event and in-event performance management, implementation of financial key evaluation, full coverage of performance evaluation, promotion of performance cost budget reform, hardening of budget performance management constraints. He also introduced the main points of work, emphasizing that all departments and units should earnestly implement the document requirements and effectively promote the comprehensive development of budget performance management.
Duan Zijing conveyed the spirit of the document "Notice of Beijing Municipal Finance Bureau Notice of Beijing Municipal Finance Bureau on Performance Evaluation by Municipal Budget Departments in 2019". Combining with the reality of the Association of Science and Technology, Duan Zijing arranged the performance evaluation work of Beijing Science and Technology Association in 2019, and made the time arrangement and specific requirements.
Meng Fanxing combined with the problems encountered in the evaluation of budget declaration in 2018, and put forward the requirements for performance management in 2019 from three aspects: starting point and standpoint, key points and difficulties, and consideration of the next step: Firstly, all units should attach great importance to performance management , strictly implement the requirements of the State Council, Municipal Party Committee and Municipal Government on performance management, plan a comprehensive implementation path of performance management, promulgate the methods of performance management of Municipal Science and Technology Association, build a performance management system, formulate work templates, and give full play to the functions of Municipal Science and Technology Association ; Secondly, we should accelerate the four transformations of financial work, and rationally formulate the overall performance objectives of the Municipal Science and Technology Association combining with the work of performance evaluation, to promote the transformation from the departmental tracking and investigation results to the overall performance management of Science and Technology Association; Thirdly, we should integrate performance management into the whole process of budget preparation and Implementation, budgeting and execution, construct a performance management system in advance, in the process and after the event, and combine work functions to achieve comprehensive coverage, highlight key points and making full use of manpower and material resources. We should spend every cent of the fiscal fund on emergencies, which can stand the test of history and people.
Finally, the project manager of Jinkaiweiye Consulting Co., Ltd. trained the participants on the performance evaluation of the project expenditure of Science and Technology Association in Beijing. Combining with practical cases, the training and the explanation were conducted from three aspects: the general situation of performance evaluation, summary procedure performance evaluation arrangement and matters needing attention, and general procedure performance evaluation arrangement and matters needing attention. For one general procedure performance evaluation project and 28 summary procedure performance evaluation projects involved in this Municipal science and technology association system, the project leader was identified and the project docking was completed to ensure the smooth development of performance evaluation.
