Among attendees of the meeting were the 42 members of the expert committee and the compiling committee of the Blue Book 2020, including Yang Wei, director of the expert committee and member of the Chinese Academy of Sciences (CAS), Chen Jianfeng and Lu Xicheng, members of the Chinese Academy of Engineering (CAE), Yao Jiannian, member of CAS and editor-in-chief of CCS Chemistry, Lyu Zhaoping, director of the editorial board of the Blue Book and member of the Leading Party Members' Group of the China Association for Science and Technology (CAST), Liu Xingping, director general of the CAST Department of Academic and Societies Affairs, Li Jun, vice president of the China Periodicals Association, Peng Bin, general manager of the China Science Publishing and Media Ltd., Jiang Yongmao, deputy secretary general of the Chinese Medical Association, Zhu Ming, president of the Chinese Society of Agricultural Engineering, and Song Hongbo, professor of Tsinghua University and executive editor-in-chief of Light: Science & Applications.
The meeting was chaired by Liu Yadong, deputy director of the CAST Societies Service Center.
The Secretariat of the Blue Book 2020 introduced the compiling work in general. Xiao Hong, head of the compiling team introduced the overall outline of the content, and those responsible for different chapters gave respective introductions. Then the expert committee and the compiling committee held discussions on the direction and content of the report.
Yang Wei appreciated the opinions put forward by participating experts as well as the outline of the Blue Book 2020.
He said that it is now a critical time for China's scientific and technological development and as an important part of China's efforts to develop world-class science journals, a Blue Book to introduce the development of Chinese science journals from different perspectives through data, is a necessary and timely response to the call of the times.
Yang said that there should be six stages of development for Chinese science journals, each with their own evaluation criteria. First, develop distinct science journals; second, develop strong journals; third, develop science journals basing on a general evaluation system; fourth, develop a favorable ecology for the development of science journals; fifth, make journals better guide academic development; sixth, enable science journals to make a fundamental contribution to academic development to pursuit the unity of trueness, kindness and beauty.
He also called for efforts to standardize and integrate science journals, to make in-depth use of data and to formulate reasonable quantitative evaluation criteria.
Other academicians and experts including Lu Xicheng and Chen Jianfeng also put forward valuable opinions and suggestions at the meeting.
Lyu Zhaoping said that since its publication, the Blue Book has attracted wide attention from science and technology workers and become an important source of reference for those in the science journals and books publishing circles.
He raised three requirements for the compiling of the Blue Book.
First, the Blue Book needs to provide a strong support for China's bid to develop world-class science journals.
Second, it needs to be a high-quality publication that is able to guide academic development with clear viewpoints, noticeable key points, sound evidences and standard expressions.
Third, the compiling work needs to follow its set timetable and be completed and published on time.
Lyu hoped that the Blue Book will continue to serve as a guidebook for China's science journals in deepening reform, clarifying directions, and increasing academic influence and value and also as an important source of reference for people from all walks of life to learn about the overall development and trends of China's science journals.
The Blue Book 2020, as a publication of CAST, will be compiled under the organization of the CAST Societies Service Center and be published in September 2020. The Blue Book will primarily present data to demonstrate the state of Chinese science journals, analyze their problems and summarize development patterns, thus providing a valuable reference for decision-makers, managers, editors and publishers.
